About Khaled Koubaa

With over two decades at the intersection of technology, public policy, and global governance, I have had the privilege of shaping the digital agenda from boardrooms to multilateral forums. My journey has taken me through leadership roles at Google and Meta, where I helped design strategies that advanced open internet frameworks, data governance, and regulatory alignment across the MENA region and beyond. Along the way, I have advised governments, regulators, and institutions on some of the most pressing issues defining the digital era.

My governance work extends into the global policy arena. I have served as a Board Director at ICANN, a Trustee of the Internet Society, and a Director of AfriNIC. I was appointed by the United Nations Secretary-General to the Internet Governance Forum’s Multistakeholder Advisory Group, where I contributed to deliberations shaping the future of the internet’s governance. Additionally, I have served on the advisory councils of the Public Interest Registry and the World Bank Group, with a focus on civic engagement and digital trust. These experiences gave me a front-row seat to how internet infrastructure, standards, and governance frameworks evolve on a global scale.

Today, as Founder and CEO of AT Worthy Technology Inc., I am building the infrastructure to measure and elevate Digital Worthiness. Our AI-powered rating system assesses organizations across sectors-hospitality, airports, education, finance, and more-setting a transparent, data-driven benchmark for digital readiness. By helping institutions earn trust through measurable standards, we are creating a new layer of accountability for the digital economy. This work is not only about ratings; it is about enabling fair competition, fostering trust, and ensuring businesses are prepared for the expectations of a connected society.

Fluent in Arabic, French, and English, I thrive in multicultural and cross-sector environments. From policy think tanks to startup ecosystems, I find energy in spaces where governance, technology, and purpose intersect. Beyond my professional roles, I remain deeply connected to the human side of technology. The internet is personal to me-it is how I first met my wife, and how I saw my daughter for the very first time. That perspective continues to shape my commitment to building digital systems that serve people as much as they serve progress.
